County staff report progress on multiple parks; board sets Windmill Point grand opening for Nov. 14

Parks staff briefed the board on progress at Westland Beach (pier and comfort station), Windmill Point, Harper's Creek, Taylor Creek, Carter Cove and Bridal Trail. Staff said substantial completion milestones and final landscaping remain; the board decided to schedule a Windmill Point grand opening on Nov. 14 in the afternoon.
