Umatilla County commissioners approved a series of motions on Nov. 25 covering equipment purchases, facilities work, grant-funded trailers and multiple budget actions.
Key outcomes approved by the board:
- Snowplow purchase: The board approved purchasing and outfitting a second pickup with a snowplow to improve snow clearing at county campuses; staff estimated the plow cost at $8,208.35 and clarified tax and transport costs in discussion.
- Third-floor flooring: The board approved a $20,265 contract to grind and level the uneven 3rd-floor law library floor to address safety concerns and prepare it for new flooring, with work expected after the new year.
- ATV trailers (Sheriff's Office): The sheriff's office received approval to replace aging single-axle trailers with three tandem-axle trailers. The county noted an approved Oregon Parks and Recreation Department grant for $19,200 and that the 20% match is met by surplus sales; staff confirmed no general-fund dollars would be used for the project.
- Vehicle repair: A county vehicle (#2203) damaged in a collision with a deer will be repaired by Zimmerman's Auto Body for an estimated $8,952.07 and retained in the fleet.
- Software licenses: Human Services Director Kim Bet obtained approval to spend $5,796 for 23 Grammarly licenses (two for the VA office); staff said the purchase meets IT criteria for handling protected health information and is not charged to the general fund.
- Environmental home modifications: The board approved payments to complete previously authorized state-reimbursed home modification projects; staff noted the program is state-funded and may face future restrictions.
- Jubilee Lake: The board approved a letter of support for the Jubilee Lake accessibility project.
- Supplemental budgets and transfers: The board held a public hearing and approved supplemental budget orders and five budget transfers (orders 2026-13 through 2026-18) to appropriate additional state and capital funding and adjust contingency and materials/services lines as described in staff reports.
- Ambulance staffing waiver: The board approved an annual waiver request from East Umatilla Health District to waive certain staffing requirements for non‑EMT drivers (the same waiver granted in prior years).
