The McLennan County Commissioners Court on Dec. 16 approved a slate of routine and fiscal actions, from proclamations recognizing long‑time county employees to contracts, budget amendments and a major construction payout.
Among the motions the court approved by voice vote were proclamations honoring Leslie Polanski for 30 years of county service and a proclamation for Dr. Shane McClellan. The court approved the consent agenda and accepted a required FY25 financial statement for recording.
On contracts and procurement, the court authorized a county records scanner purchase (budgeted but at a higher price than originally planned), awarded the county’s fuel contract for calendar 2026 to Gresham Petroleum Company, approved cybersecurity testing services with GTS Technology Solutions, renewed maintenance agreements with Motorola Solutions for radio tower sites (adding Precinct 3), and approved a remote support agreement with BIS Digital for district‑court systems. The court deferred renewal of an ERI salary‑survey subscription for further discussion.
Budget actions included several departmental amendments, a transfer within the venue project fund to support Heart of Texas Fairgrounds parking‑lot replacement, and approval of specialized capital purchases (including a forklift) following discussion of bids and warranties.
The court ratified American Rescue Plan Act (ARPA) adjustments that move unspent funds among eligible projects, and approved an amendment allowing McLennan Community College to expend $23,917.08 of unexpended ARPA funds on respiratory care program supplies and technology.
On capital projects, the court approved a change order for the Patton Ranch Road culvert replacement and multiple Chapel Road invoices and directives. It also authorized payment application No. 3 for JP5 in the amount of $75,301.02.
The court approved partial payment No. 12 to the downtown jail remodel construction manager at risk, John W. Erwin, for $2,277,678 and a related professional services invoice of $6,835 for engineering services.
Other personnel and administrative actions approved included authorization to hire six jailer positions before the exhaustion of certain paid time, approval of an additional DA cell phone request, acceptance of donations totaling $7,000 for a county Christmas event, and approval of a new employee ‘spotlight’ page on the county website.
Several items were discussed and deferred for more debate, including the ERI salary survey subscription and a proposed peer‑county list for the county’s salary survey, which commissioners agreed to consider at the Jan. 6 meeting.
The court recessed and moved into executive session for interviews under the cited personnel exception and planned to reconvene the following day.
