Hollidaysburg Borough Council voted to adopt an updated comprehensive plan after staff presented a revised draft and public comments were reviewed. Andy, community development staff, told the council the update reflects public input gathered in three open houses and a steering committee process and emphasizes implementation with defined goals and quarterly reporting.
The plan updates include six priority outcomes, refreshed data and new project lists intended to make the document more usable for residents and grant applications. Andy said only two substantive additions resulted from the 45‑day review: additional language about the MS4 and ISC programs and a rails‑to‑trails project connecting the Lauer Trail to the 6‑to‑10 Trail. "We wanted to make the plan something that people wanted to pick up and look at," Andy said during the presentation.
During public comment, Regis Nail asked whether his suggested edits were incorporated; Andy replied that most public suggestions were grammatical and formatting changes and that the noted substantive additions were the only items outside the original draft. Following discussion, a council member moved to adopt the plan; the motion was seconded and the council approved the comprehensive plan on a voice vote.
The council and staff said the plan is intended to guide borough projects and make Hollidaysburg more competitive for grant funding. The borough also plans to initiate work on a 2045 plan after this plan’s implementation period ends.
