MSD unbilled flow: Local resident Larry Fokin urged the commission to make MSD's proposed pilot project to bill for the "billable" portion of unbilled flow (runoff from roofs and parking lots) part of the 2026 budget so the pilot receives staff time and project funding. He summarized the concept: "Unbilled flow refers to everything that comes into MSD's sewer system other than through the sewer pipes of paying customers," and asked the board to direct MSD to proceed, set a 2026 revenue goal (he suggested $2,000,000 as an example) and allocate a portion of those revenues to the pilot.

Prosecutor spending questioned: Nathaniel Livingston, participating by Zoom, asked the commission to instruct County Prosecutor Connie Pillage to provide "hard numbers" on costs the prosecutor's office has incurred in prosecutions of Judge Tracy Marie Hunter and Elwood Jones over the last year. Livingston argued the prosecutor had suggested she needed additional funding; he framed his request as using the "power of the purse" to seek accountability and, if necessary, to adjust budget support.
