The Florida City Council on Dec. 11, 2025 approved a set of routine items and two substantive administrative measures: the city s fiscal year 2026 street maintenance plan and a renewal of the medical control director services agreement.
Councilmember McGowan moved and Councilmember Russell seconded approval of the consent agenda (items 4 through 9); the motion passed on a voice vote with no opposition recorded.
On item 10, the council voted to execute the FY2026 street maintenance plan after council members described the plan as methodical and indicated funding was in place to begin a new maintenance cycle. One council member said the routine of doing a certain number of streets each year had worked "pretty well," and there were no objections to moving forward.
For item 11, the council approved renewal of the city s medical control director services agreement with the incumbent provider. A speaker noted the city has used the provider since 2011 and described the office as responsible for protocols, education and patient-care oversight. The transcript records that the contract includes a minimal cost increase "just under 3%." The council approved the agreement as written.
The items were approved by voice vote; the meeting then adjourned into a closed session later cited under Texas Government Code sections 551.071 and 551.074.
