Council members reviewed pages 25–26 of the council’s rules and procedures to clarify voting options. Town Manager Ryan explained that the written rules allow the presiding officer to declare consensus and use voice or hand votes so long as no member objects, but any member may still request a roll‑call vote.
Members debated the tradeoff between efficiency and transparency. Some said roll‑call votes make it easier for the public to see how individual members voted; others argued that for routine, noncontroversial items a hand or voice vote speeds meetings. Legal counsel explained that Robert's Rules supports multiple voting methods (voice, hand, roll call, division) and that unless the council amends its rules or reaches a consensus to stop requesting roll calls, any single member can still demand a roll‑call vote.
No formal change to the rules was adopted; the manager said the presiding officer has discretion under the current rules and the body can revisit the issue if it wishes to adopt a formal amendment in the future.
