The Grand Island advisory boards voted to table a combined dock and creek/stream‑cleanup application and asked for clearer, separate submissions and technical analysis.
Members said an application for a dock at 1162 East River had been bundled with a proposal to reestablish a channel in Woods/Spicer Creek. "We need a plan and profile drawing," one member said, urging applicant drawings that show property lines, dock dimensions and how disturbed material would be handled. Board members pressed that the Corps of Engineers and New York State Department of Environmental Conservation (DEC) will also scrutinize permits.
The board voted to table the item and requested the applicant provide a separate dock application and more detailed creek plans including best‑management practices, timing to avoid fish spawning, silt controls and details on how dredged material would be handled. Members repeatedly said a hydrologic/hydraulic study — better done as a county‑supported grant project — is necessary to evaluate downstream impacts and avoid repetitive band‑aid fixes.
A member summarized the technical concern: piecemeal clearing can move sediment downstream, burying valuable habitat and forcing repeated interventions. Board members suggested the county or consultant (Clark Patterson Lee referenced) pursue a grant for a hydraulic study to inform any large‑scale creek work.
Next steps: The board will not take a consistency determination on the combined packet until a separate dock application is submitted and the applicant answers the board's engineering and environmental questions. Staff will provide a checklist of requested materials to the applicant before the next meeting.
