The board voted unanimously to direct staff to work with a legislator to remove an obsolete 1999 reading program from state code and to amend the first-credential statute so the phrase reads "CTE pathway," deleting the word "program." The motion was made by Member Boggess and seconded by another board member.
The change originated in a staff request presented by Deputy Superintendent Nooyi, who told the board the reading program is no longer funded or used and that removing it from code would reduce confusion. Nooyi also asked the board to delete the word "program" after "CTE pathway" in the relevant credential statute to avoid ambiguity.
"I move that the board direct staff to work with a legislator to remove the outdated reading program and code and amend the first credential code to delete the word 'program' after 'pathway,'" Member Boggess said when making the motion. The presiding member called for a vote and recorded the motion as passing unanimously, 13-0.
Board materials and staff told members the edits are technical and small, intended to update statutory wording and eliminate a defunct citation. The board did not request further legal review before approving these specific, staff-identified edits.
The board placed broader statutory proposals — including a separate motion from Member Boggess to remove public-education exemptions from criminal statutes relating to materials harmful to minors — on the agenda for further consideration at the next meeting or unfinished business.
The board then moved on to discuss other items on agenda 14, including a funding request under 14.3.
