Planning staff presented the final plat for Highgrove Phase 1 (File 2510-285) and recommended advertising a public hearing for Jan. 20, 2026.

The staff report described the proposal as approximately 92 lots — "43 single family detached and 49 single family attached lots" — on roughly 31 acres to be served by public water and sewer. The developer is listed as Doctor Acquisitions LLC; the surveyor is Roberts Land Surveying. County engineer Doug Smith said the project was compliant with the subdivision ordinance; no waivers or exceptions had been requested as of Dec. 4, 2025.

Commissioners asked whether state Department of Transportation improvements and a left-turn lane on Route 901 (Hammonds Mill Road/I-81 interchange area) were included; staff and a speaker referenced an existing traffic study and proposed roadway improvements. Mike Roberts again identified himself as the project representative.

Planning Commission member Michael Bush moved to accept the staff recommendation and advertise a public hearing on Jan. 20, 2026; the motion was seconded and carried by voice vote. The commission did not take final action on the plat at this meeting and directed staff to advertise the hearing so the commission may consider final approval on Jan. 20.
