Several neighbors described repeated smoke, burning and multiple pieces of equipment. Kevin Hilton, a neighbor, said: "The smoke is so thick... I've been dealing with the burning day in, day out, all night, 24/7 for at least 3 months. The burning is terrible." Janet Jones, a real‑estate broker, warned the panel that recorded covenants in the area and smoke issues could affect property values and residents’ health. Aaron, another neighbor, said he did not want a major business operating in the neighborhood.
The property owner and other speakers said some burning was for personal property cleanup and that equipment stored on the lot supports permitted activity; one participant asserted, "The burning is not business related." Staff acknowledged it has not routinely requested floor plans designating the portion of accessory structure counted toward the 500‑square‑foot limit and said photographs and complaints suggest greater activity than a minor home‑based business allows.
Board members said they did not have sufficient information to make a final determination. They discussed options — requiring the owner to derive access differently, tearing down and rebuilding to meet setbacks, or seeking a variance — and asked staff to gather additional evidence, including clearer photos, any business affidavits, and a delineation of accessory‑structure floor area.
