The Riviera Beach CRA approved two change orders on Dec. 10 to complete private property service connections and extra engineering coordination for the Broadway utility burial project.
Consultant Susan Dombrowski of Chen Moore & Associates said Phase 1 (communications undergrounding) is complete and Phase 2 (FPL backbone and AT&T handholds/conduits) is largely installed and energized. Private connections from the newly energized underground equipment to individual buildings required additional work after equipment changes by FPL and AT&T. The Mastec change order for the private connections is $112,000 for eight connection points; the Chen Moore amendment is $150,340 to cover additional design, permitting and coordination. Combining prior costs, the project total now is approximately $745,254.80, and staff estimated an additional roughly 70 days for permitting and on‑site work.
The board approved the change orders 5–0 and asked staff to provide schedules for private property permitting and a timeline for final project completion.
