Sumner County committee members received program updates Tuesday about funding, data tools and local recovery services, and agreed to explore legal arrangements that would let partners share OD maps data while protecting confidentiality.
Speaker 2 briefed the group on funding: "we first started out with $950,000," and staff anticipate the next check arriving in April for $454,643.61, not including any Purdue settlement funds, which the state has not yet decided whether to incorporate. Speaker 2 said the funds could be used for competitive grants once received.
Data sharing for OD maps drew sustained discussion. Speaker 5 cited experience from neighboring counties: "The combination of other programs, collaboration, their overdose rate dropped 16 percent. Why? Because sharing OD maps," and asked whether Sumner County could adopt similar confidentiality agreements. Staff replied that partners registered with OD maps (EMS, health department staff and approved coalition members) can view the system but that detailed exports cannot be emailed because drilling down could reveal identifying information. Speaker 2 moved that staff work with legal counsel and other counties to review confidentiality agreements and data-sharing practices; the motion was seconded and discussed.
Thunder Prevention Coalition provided a facilities update. Speaker 2 said the group is renovating a building at 117 East Winchester, has completed a survey to split deeds, expects to move in by the end of the year or early January, and plans a soft ribbon-cutting and space for 12-step meetings.
On contracts, Speaker 2 said a recovery-court contract had been signed by the committee chair and sent to the county mayor for signature; a contract amendment from High Point Health was signed the same day and forwarded to the county mayor for processing. Speaker 2 also described a planned internal audit of OTO grant recipients to verify expenses and paperwork; audit findings will be reported twice yearly and budget staff will determine whether audits are staggered or done at once.
Committee members asked for clarification about data-access procedures and agreed that staff should investigate confidentiality agreements used in other counties to permit strategic, confidential sharing of OD maps data. No formal procurement or awarding decisions were made at the meeting; staff identified next steps for legal review and budgetary timing.
