The Rules and Open Government Committee approved the City Council agenda for the council meeting the following Tuesday and adopted a year‑end, 12‑item consent calendar during its brief session.

The presiding member reviewed the City Council agenda, saying the next meeting will include a closed session at 9:30 a.m. and a regular session at 1:30 p.m. He directed members to a long consent agenda spanning pages 5 through 17, with one item deferred. Noted agenda items included Section 3, a fire department inventory controls review related to controlled substances; Section 4, which staff recommended deferring; and Section 7, which includes digital empowerment and broadband strategy updates, a status report on an abandoned shopping‑cart retrieval pilot program, and an extension of an urgency interim ordinance related to a moratorium on tobacco retail licenses. The agenda also included preliminary action toward creating the Alameda Business Improvement District and the Alum Rock Santa Clara Street Business Improvement District, and one land‑use consent item slated to follow regular consent.

A motion to approve the agenda was moved and seconded and carried unanimously by those voting, with the presiding member announcing the motion carried 4–0. Later, the committee moved and seconded approval of the consent calendar; the presiding member announced that vote carried 5–0.
