The Truckee Meadows Regional Planning Governing Board on Dec. 11 approved Director Jeremy Smith's annual performance evaluation and voted to renew his contract for a one-year term, delegating negotiation of the contract's term and compensation to the chair and vice chair.
Legal counsel Jessica Parente summarized a memorandum in the packet reporting that nine of ten board members completed evaluations and that Smith's overall rating averaged 4.35 on a new evaluation scale, placing him in the 4–5 range described as "exceeding expectations." Parente said the memorandum includes written comments from reviewers and a history of the director's prior compensation adjustments.
Commissioners offered comments in support of Smith's leadership. Commissioner Reese thanked Smith for consistent leadership and noted Smith's collaborative approach with jurisdictions and nonprofit partners. Several members suggested greater public outreach about TMRPA's work and supported staff training and internship programs.
On the contract renewal, Parente reviewed past practice that the board typically uses one-year contracts to preserve flexibility; some commissioners said a multi-year contract could provide continuity but left the decision to the chair. The board moved to renew the director's contract for a one-year term beginning Jan. 1 and delegated negotiation of the compensation terms to the chair and vice chair, with the agreement to return a finalized contract for the RPGB's consideration in February 2026. The motion passed on a voice vote.
What happens next: The chair and vice chair will negotiate compensation and contract language with counsel and the director, and the board will consider the final contract at its February meeting.
