Speaker 1 opened the discussion by identifying MC 3 Ventures’ application for a proposed water, retail and service business on about 6.65 acres. Board members said they could not complete an environmental review because updated plans the applicant promised at the planning board hearing were not available on the town website. "Those plans are, as of an hour ago, not on the town website," Speaker 2 said.
The ERB raised site‑specific concerns: display parking and circulation, proximity to an adjacent dwelling, onsite handling of waste oil and vehicle fluids, and potential variances for frontage. Speaker 1 noted the applicant had proposed two display parking areas and that parking was intended to be behind the building; Speaker 3 described similar nearby commercial uses as evidence the proposed use could fit the highway commercial character.
The board emphasized uncertainty about water and sewer service. Speaker 1 said the town board is weighing a municipal service district that would initially cover a limited set of properties and that other properties might require private hookups; he also referenced an estimated $3,000,000 for a line extension, asking how costs and capacity would be allocated. "I have heard about a $3,000,000 line possibly that's gonna have to be extended," Speaker 1 said. ERB members said engineering studies are needed to confirm demand and capacity before SEQR conclusions can be reached.
Action and next steps: the ERB agreed to withhold substantive new comments on MC 3 Ventures until the applicant posts the revised plans and supplies engineering documentation on water/sewer capacity and waste handling. The board will forward its notes to the planning board and zoning file so those bodies see ERB’s outstanding environmental questions.
The meeting then moved to other agenda items.
