The Temple City Council approved several land-use measures and advanced a change to the firefighters pension contribution during its regular meeting.

On the consent agenda the council approved routine items (items 3a through 3aa) on a single motion by Council Member Pilkington, seconded by Mayor Pro Tem Tim Walker; the motion passed 5-0.

Rezoning for large industrial expansion: The council approved on first reading an ordinance rezoning roughly 921.296 acres from agricultural to light industrial to allow expansion of the North Industrial Park. Staff (Miss Strickland) said utilities and a wastewater line exist near the site and the request is consistent with the comprehensive plan; Planning & Zoning recommended approval 6-0. The motion passed 5-0.

Palladio planned development and chemical facility: Council approved a planned-development rezoning to allow the Palladio facility to expand onto about 10.405 acres for a 116,000-square-foot production and warehouse building, add two rail spurs, and redesign an on-site sewer at the developer's cost. Staff said the PD will carry over prior CUP development conditions and adds only the chemical-production use; the Nov. 17 Planning & Zoning recommendation was 6-0. Council approved the first reading, 5-0.

Commercial rezoning and CUP repeal: The council approved rezoning roughly 4.56 acres from agricultural and commercial-with-CUP to commercial and repealed an existing CUP for the southern half of a property; staff said utilities are available nearby and PNZ recommended approval 6-0. The motion passed 5-0.

Firefighters pension (first reading): Miss Bernard and finance staff explained a proposed amendment to ordinance 94-2296 to raise the city's contribution to the Temple Firefighters Pension Fund. Staff recommended raising the city's contribution to 16.9% (FY2026) with an anticipated second-step increase to 17.79% in FY2027 to reduce the fund's amortization period from about 30.5 years toward a 25-year target; the FY2026 budgeted impact was given as $88,242. The measure passed on first reading, 5-0; staff said the effective pay period would be Dec. 19 if approved on final reading.

What happens next: Staff said some items (notably the large rezoning and the Palladio matter) will return for final readings and additional administrative steps (platting, sewer redesign, building permits and continuing permitting with state/federal regulators) before development begins. No council member opposed any of the measures reported in this session.
