TUTTLE — Facing the upcoming expiration of its engineering agreement with Cowen Group, the Tuttle City Council authorized interim professional services agreements with two firms: Glenn Sullivan & Associates and WDB Engineering PLLC.
Staff said the interim arrangements will provide flexibility and specialty engineering support while the city prepares requests for qualifications and proposals for longer-term services. Glenn Sullivan & Associates was described as a firm with which the city has prior experience (including work for a GMC trust indenture) and was recommended for interim service on routine and specialty projects. WDB Engineering, which designed the city's wastewater treatment plant and several lift stations, was recommended as a complementary firm with on-the-ground experience in local infrastructure.
Council members said having two firms available will provide capacity and backup if one firm is unavailable for a given project; staff said projects would remain with a single firm rather than be transferred mid-project. Both agreements were approved by unanimous votes.
Staff noted that the city still intends to go out for RFQs/RFPs to evaluate additional firms and that these interim agreements do not foreclose bringing on a staff engineer in the future.
