Adam, the zoning administrator, approved a tentative parcel map Dec. 4 to allow condominium subdivision of a duplex under construction at 245 West El Portal, finding the project categorically exempt under CEQA and adopting Resolution ZA25-028.
Zach Green, principal planner, outlined the request (TPM 25-332): a condominium subdivision for a 4,000-square-foot lot developed with a three-story duplex, totaling approximately 5,113 square feet between units A (about 2,572 sq ft) and B (about 2,541 sq ft). Each unit has two tandem parking spaces accessed from a shared driveway; staff told the hearing that the subdivision raises no new impacts beyond those already reviewed for the duplex and recommended approval subject to typical conditions of approval, CC&Rs and shared-maintenance provisions.
Applicant representative Mister Alzani asked the zoning administrator to clarify a standard condition in the CC&Rs (condition 2.6.d) that referred to a "master association," saying his attorney advised that a two-unit complex does not require a master association and asking staff to revisit that language. Adam and staff said the condition is standard and routinely reviewed by the city attorney, and offered to follow up with the applicant if further clarification is needed.
Adam said the building has been approved for construction and is underway, and that subdividing the duplex into separate ownership generally improves stewardship and does not affect the city's vacancy rate. He moved to find the tentative map categorically exempt under CEQA and to adopt Resolution ZA25-028. He closed the public hearing and reminded the applicant that zoning-administrator decisions are appealable to the City Council by either the applicant or the public within 10 working days and that a city stamp of approval will be needed before submitting to the Coastal Commission.
Adam encouraged the applicant and staff to work through any CC&R language questions and cautioned that final coastal-submittal timing depends on the council appeal period.
