The DOJ COPS grant described is approximately $1,000,000 federal with a five‑year service life and federal funding for three years (one‑third per funded year). Staff said the grant requires ‘‘supplement not supplant’’ compliance and around 39 federal conditions, including minimum retention and civil‑rights/hiring requirements. The city would provide local matching funds and must identify sustainable funding beyond the federal payment period; staff said the grant would support about eight positions.

Beryl Frederickson presented two DWSRF loan requests at low interest (reported at about 2.2–2.25% for a 20‑year term): a large‑diameter transmission main from 7th & Cannon to 13th in Chestnut to supply anticipated demand in Eagle Ridge/West Plains and provide interties for emergencies; and upgrades to the Ray Street Well Station to increase capacity and resiliency.

Council asked clarifying questions on federal conditions, pay beyond the initial federal years, and the source of matching funds; staff said they had begun conversations with city administration about long‑term funding commitments and would complete required notices to the federal government within prescribed timelines.

Next steps: the committee received the briefings and asked staff to continue coordinating internal approvals and to return with formal acceptance documents or consent items as required by grant/loan rules.
