Garden Grove’s City Council voted unanimously Dec. 9 to approve a 10-year contract with Axon Enterprises Inc. to supply body-worn cameras, in-car video, a records management system and Axon’s Fusus real-time crime center.
Police staff told the council the contract would cost about $460,005 in its first year with a 3% annual increase, producing a 10-year total near $5.3 million. Staff said executing the agreement by Dec. 31, 2025, secured a discounted pricing package that they estimated would save about $3.6 million over the life of the contract.
The department described the Axon ecosystem as cloud-based, integrating body cameras, in-car video, interview-room recording, jail management and property-and-evidence modules. Staff said Axon will provide five fixed LPR cameras and one year of on-site technical-account-manager services at no additional cost as part of the negotiated terms.
Council members asked about alternatives and funding. One councilmember noted the short vendor list for integrated systems and said city IT and police had performed a detailed review. Staff said the immediate extra cost in fiscal year 2025–26 would be addressed from identified SLF fund resources (Fund 205) and that ongoing costs would be incorporated into future budgets.
Mayor and councilmembers who spoke stressed reliability and interoperability with prosecutors and regional partners. The council voted 7-0 to authorize the city manager to execute the amended Axon Master Services and Purchasing Agreement and approve the requested appropriations.
The contract will not take effect until April 1, 2026, when the current agreement expires; staff asked for authority to execute the contract by Dec. 31, 2025 to lock in pricing.
