Staff said the abbreviated list in front of the commission totaled "slightly less than $2 million" while referencing a prior cumulative set of rollovers near $6 million. Commissioners asked staff to provide a fund‑by‑fund picture of reserves and to show which line items represented committed multi‑year projects versus expendable budget lines.
A midyear review: Multiple commissioners urged a formal midyear capital review (recommended interval: six months) so the commission can reallocate money that is unlikely to be spent on projects that are no longer active. One commissioner described rolling unspent project money into reserves only after a formal decision, rather than leaving it as an open expense line that obscures fund balances.
Procurement and schedule risk: Staff flagged specific projects (for example, a reclaimed‑water/pumping package) where contractor pricing and purchase‑order timing could require re‑confirmations to avoid price increases. For at least one item staff said a contractor had guaranteed a price for a limited time and the city might have to ask for an extension.
Next steps and timeline: Commissioners agreed to meet individually with staff to review the rollovers and to be prepared to decide on or remove items at the Jan. 22 commission meeting. Staff committed to provide detailed fund balance reports, foldered project data and a proposed midyear review timeline to support commission decisions.
The workshop produced no formal votes on rollovers; commissioners directed staff to complete the preparatory work needed for commission consideration in January.
