The Wheat Ridge City Council on Dec. 8 approved a series of administrative items: the 2026 meeting calendar, mayoral appointments to the urban renewal authority, letters of support for two Transit Oriented Communities Infrastructure (TOCI) grant applications, and a $1.2 million capital budget amendment for an already-completed property acquisition.
Councilor Jenny Snell moved to adopt the 2026 city council meeting calendar, noting recommended cancellations for federal and observed holidays. With no public comment, the council voted 8–0 to adopt the calendar.
On urban renewal governance, staff explained state law changes (HB 15-1348) require expanded membership for the urban renewal board; the mayor recommended three at-large appointments and a council liaison. The council ratified appointments including Bud Starker, Janice Hoppe and Kelly Blinn to at-large seats, and named Councilor Dan Larson as council liaison. The motion carried 8–0.
Councilors also approved two separate resolutions of support for applications to the Colorado Department of Local Affairs TOCI Infrastructure Grant Program. Resolution 56-2025 supports Foothills Regional Housing’s Ives affordable housing infrastructure application; Resolution 57-2025 supports infrastructure work tied to the Ridge Road master-plan redevelopment. Community development staff said the city would serve as the grant pass-through if awarded, that the grants would cover 75% of eligible construction costs, and that Foothills Regional Housing would provide a 25% local match. Council approved both resolutions 8–0.
Finally, the council approved Resolution 58-2025 to amend the 2025 capital improvement program budget to accept and expend the previously approved $1.2 million loan for acquisition of property at 4593 Parfit Street for expansion and consolidation of public-works and parks operations. Staff characterized the amendment as an accounting cleanup because the purchase had already occurred; council voted 8–0 to approve the amendment.
These actions position the city to submit two TOCI applications in the current funding round and to proceed with planned infrastructure and consolidation work if funding is awarded; the city will return to council to appropriate revenue and expense in a budget supplemental if grants are awarded.
