The Virginia State Board of Elections voted unanimously Dec. 1 to certify abstracts of votes and issue certificates of election for winners in the Nov. 2025 general and special elections.
Elections staff told the board they reviewed local canvasses, write-in certifications and the election-night reporting system (Verus), reconciled vote- and turnout-related validation errors, and asked localities to explain and resolve discrepancies before forwarding certified abstracts. Staff also reported that a risk-limiting audit of the 92nd House of Delegates district, held Nov. 20 and covering parts of Norfolk and Chesapeake, met its risk limits in the first round and confirmed the machines accurately reported the outcome.
"Staff recommends the board certify the statements to be correct and sign the statements and certificates of election," a staff presenter told the board and then offered to take questions. A motion to certify the abstracts and sign the certificates was moved and seconded; the five board members recorded aye votes and the board arranged to sign the statements at the end of the meeting.
The certification covers statewide contests including governor, lieutenant governor, attorney general, all 100 House of Delegates districts and seven shared town offices included in the election, according to staff. The board also noted that after certification documents would be physically signed by members as is customary for large elections.
Looking ahead, elections staff opened a periodic regulatory review and invited public comments through Dec. 31, 2025, via Virginia's regulatory town hall site to collect input on guidance documents and proposed regulatory activity.
The board reconvened after a brief closed session to certify that only lawfully exempted matters had been discussed and then completed the signings before adjourning.
