City staff and project partners told the Richmond Rising stakeholder committee on Dec. 3 that they would submit a resolution to the Metropolitan Transportation Commission to finalize Regional Measure 3 (RM3) awards totaling $10 million for projects in Richmond.
Moderator reported the MTC checklist was approved and that the City Council placed the RM3 staff report on its consent list, which the council approved. The funding split noted in the report is $7,500,000 for Neighborhood Complete Streets and $2,500,000 for the Richmond Wellness Trail; the moderator said the project team will submit the required resolution to MTC to finalize receipt of funds.
Terrence from Trust for Public Land told the committee the team is coordinating scope, budgets and consultant contracting to absorb the additional RM3 and DOT grant funds; he reported expenditures to date of $418,000 and a remaining Richmond Wellness Trail budget of $4,400,000. Staff said forthcoming steps include finishing scopes and estimates, starting NEPA work for both projects, and following up with MTC approval steps — the MTC committee meeting was scheduled for Dec. 10 and the full commission for Dec. 17.
If MTC finalizes the awards, staff said they will proceed with contracting and federal‑grant compliance steps; committee members and the public were invited to attend the MTC meetings online. No committee vote was required at this stakeholder meeting because there was no quorum.
