The Administration Public Works Committee on Dec. 8 approved item A12, the contract award for the main library roof replacement, after members discussed financing and intergovernmental coordination.
Council Member Davis moved the item and said she planned to vote in favor but asked the city to clarify how it will collaborate with the library on repairs and to consider civic-center planning before disposing of or renovating existing city buildings. “I would like that done pretty soon,” Davis said, urging that such coordination follow the planned intergovernmental agreement (IGA).
Desai, the city’s Chief Financial Officer, outlined how bond issuance would allocate debt service on a prorated basis. Desai described an example where the library would pay its share each year — roughly half — if the project and bond issuance proceed. “When we issue the bonds … that proration debt service will be paid by [the] library every year,” Desai said.
Committee members clarified that the project cost is about $1,900,000–$2,000,000 and that the city and library would each carry roughly half the financing. After discussion, the committee approved the contract by voice vote.
