The Administration Public Works Committee approved item A15 on Dec. 8, awarding a $194,300 contract to Eco Lighting Services and Technology LLC for the 2025 lighting modernization project.
The mover noted potential utility incentive programs and asked about timing for ComEd rebates. Chris Souza, assistant city engineer, said the city must apply about 90 days before the start of construction and reach agreement with ComEd before construction begins. Souza said staff will identify fixtures in the city’s GIS and submit a single application for all planned replacements. “There is a timeline in which we can meet,” he said, and added that ComEd reimburses based on calculated energy savings tied to fixture replacements.
Council members asked whether the lighting replacement was driven by disrepair or efficiency goals. Souza said staff consulted an electrical engineer to target underperforming fixtures — primarily the southern half of the lakefront and certain parks — and that LED fixtures should yield long-term cost savings while increasing brightness. After discussion, the committee approved the contract by voice vote.
Staff said applying for ComEd incentive programs does not require separate council approval because reimbursements are paid after installation; the final rebate amount will depend on the specific fixtures replaced and measured savings.
