The McLean County Board on Dec. 9 approved several Health Committee items, including an intergovernmental agreement with the City of Bloomington to use kitchen facilities during renovations and multiple emergency appropriations to amend the county’s CY2025 combined appropriation and budget.
Member Burn presented seven Health Committee action items. The Board approved the intergovernmental agreement for temporary use of Bloomington’s kitchen facilities (item 7C1A); Member Bessler recused himself from that vote and the meeting record shows one abstention on the item. The Board also approved ordinances amending McLean County code (changes to chapter 205 fees/article 11 and amendments to county code chapters on food service and sewage/water/well/geothermal systems) and four emergency budget amendments to cover preventative health programs, West Nile virus response, behavioral health and TB services (items 7C1B–G). Several of the emergency items required two-thirds approval under state law and were adopted by the Board.
Burn highlighted recent departmental activity: a local disability services agency, Lifelong Access, celebrated its 70th anniversary; the Health Department partnered with Chestnut Health Systems on Narcan training and distribution; nearly 600 people have completed Narcan training and the county has distributed more than 3,700 Narcan kits at no charge. Burn said the immunization program administered 2,402 immunizations to approximately 1,133 individuals from July 1 through Oct. 31, 2025, and that about 650 flu and COVID-19 vaccinations have been given since September. The Health Department also reported inspections that led to removal of some products containing THC while staff await further guidance from state and federal food and health agencies.
The Board approved the health ordinances and emergency appropriations; the record shows 7C1A passed with one abstention and the combined ordinance and emergency-appropriation items were approved. Member Burn noted renewed contracts with mental-health providers and the department’s third-quarter report was available for review in the unapproved minutes.
The Health Department update and the ordinances are in the committee minutes; the Board did not take separate action beyond the approvals recorded.
