Rockingham County commissioners discussed short-term cleaning arrangements for a new county building at 94 North Road during their Nov. 13, 2025 meeting. No formal vote was taken; commissioners asked county staff to present temporary-service options and pricing as soon as possible.
A participant reported that Mike Sparrow, owner of a cleaning company, had been working with staff and had provided an insurance certificate to add the new building to coverage. The same speaker said the sheriff’s office does not want nighttime cleaning in areas it uses, which could require a separate daytime cleaner for sheriff areas and raise overall costs.
Staff said an existing contractor, CNM, currently charges about $2,200–$2,400 per month for two departments. One staff speaker suggested authorizing a short-term payment not to exceed $3,000 for November to bridge service while the county finalizes an RFP. Commissioners agreed to wait for Jude to provide a detailed temporary-services option and said they could call a special meeting if needed.
A draft RFP was described in the discussion as accounting for department input and the sheriff’s restrictions (certain areas not to be touched by the awardee). Commissioners emphasized the need for a clear scope of services and a firm price before approving a longer-term contract.
