The Pacifica City Council approved its consent calendar at the Dec. 8 meeting, adopting an amendment to item 6 (updated attachments to the salary schedule for the city manager position) and moving forward with several routine contract awards including playground equipment improvement projects.
Before the vote, resident Ed Ochi addressed consent item 11 (a contract related to the Pacifica Tourism Marketing District, PTMD), saying the document presented to council comprised a "preliminary scope of work" and lacked adequate reporting and interim public review points. "The reporting requirements for that is very vague...Doesn't say anything about any kind of information flowing back to council," Ochi said, urging quarterly reporting and more daylighting of the PTMD's activity.
City Manager Woodhouse and Assistant City Manager Carter responded that the agreement is between the PTMD and SF Peninsula, with the city acting as a facilitator; the contract's effective date depends on requested updates to the Visit Pacifica website and the nonprofit manager required by the district law. Staff noted an annual comprehensive report is required by the 1994 district law and said the council may request interim informational updates after the PTMD's nonprofit manager is in place.
On the parks contracts, council members and staff identified the four parks targeted for equipment improvements: Sky Ridge, Imperial Park, Mar Vela (Marbella Circle/Marvilla) and Brighton Park. Mayor Beckmeyer asked staff to display color renderings of the proposed equipment during the meeting so the public could better understand the scopes; staff said the city had rebid the project after initial bids came in above budget, reduced the initial scope and hopes to complete all four parks.
Vice Mayor Bowles moved to approve the consent calendar with the amendment to item 6; Council Member Beier seconded the motion and the consent calendar passed unanimously.
Staff said the PTMD assessments are currently 0.5% of gross rents; the city holds those assessments in a separate fund while spending authority resides with the PTMD board once the nonprofit manager is operational. Councilmembers asked staff to work with the PTMD and service provider on timing for interim updates so the council and public can monitor implementation once activities begin.
