At the start of the meeting the clerk read certified election results listing Todd Frey as mayor, Kenneth Kiekafer as treasurer and councilmembers for Wards 1–4 (Kyle Geracki; Michelle Reinhart; Lori A. Snellings; Jeffrey L. Keating). Newly elected and reelected officials took the oath of office administered by the clerk.
Council nominated and proclaimed Chris Schrader as council president. During the business agenda the council approved the purchase of three SCBA units for the fire department for $26,725.62 to start a multi‑year replacement cycle and approved replacing three of six library windows using general‑fund capital outlay. The consent agenda passed and the council approved Appropriation Ordinance 38‑61 in the amount of $247,003.61; a roll call was recorded with the clerk calling votes for the majority of council members who answered "Yes" on the ordinance.
City Administrator Josh reported public‑works updates (11th Road and 15th Street stormwater projects near completion), that Police Chief Anthony Escalante will attend FBI training in Quantico Jan. 7–Mar. 16 with an administrative lieutenant covering duties, that PFAS/PFOS testing of wells is underway with results pending, and that staff is preparing budget conversations and a tentative extra meeting on Dec. 30 for payroll.
The meeting closed after committee appointments were approved and brief council comments; the mayor adjourned the meeting.
