City staff used the URA work session to preview several anticipated purchasing and contract items.
Public Works described a replacement mixer for the wastewater plant's chlorine contact chamber, noting the existing unit (installed in 1985) is noisy and nearing end of life. A public-works speaker explained the city evaluated options: a lightning mixer (for chlorine gas) versus a Mixtec unit better-suited for liquid chlorine. Staff said the mixer helps disperse chlorine to achieve effective disinfection and meet enterococcus monitoring requirements.
Staff also previewed an ODOT contract for street striping, noting the department often provides lower rates than in-house contracting. For pavement maintenance, Public Works requested authorization to purchase a heated-asphalt crack-sealing machine; staff said the purchase was budgeted at $105,000 and the low local bid arrived just under $90,000. The department expects to surplus the old unit.
The fire department briefed council on Vector Solutions, an off‑site training and records management system used for daily vehicle checks, EMS records and training documentation; the subscription exceeds the department's purchasing threshold and requires council approval.
On cybersecurity, staff recommended a one-year Microsoft Defender for Endpoint subscription as the city continues a Microsoft 365 migration. Staff noted a CIS grant that could offset some cost and referenced a cybersecurity grant the city received in June (transcript mentions $7,000).
Councilors asked clarifying questions; staff said detailed contract and cost information will be presented for council action on the appropriate agenda.
