The La Marque City Council convened a special meeting Dec. 8, 2025, and recessed into an executive session at 1:22 p.m. to conduct annual evaluations of three direct reports, the presiding officer said.
The presiding officer told attendees the council would evaluate the city attorney, the city clerk and the interim city manager under the personnel-exceptions to the Texas Open Meetings Act. "The first position up for evaluation will be the city attorney," the presiding officer said.
Council staff read the formal notice for a special meeting, saying it would begin at 1 p.m. at Council Chambers, 1109 B Bayou Road, and be available via Zoom and YouTube. The presiding officer also cited the Texas Government Code as authority for remote participation and a closed session under several provisions, including those governing consultation with an attorney and personnel matters.
Before adjourning to executive session, the presiding officer reviewed the evaluation procedure: each appointee may make a 10-minute presentation; each council member will have five minutes to ask questions or offer evaluation remarks (in order of seniority); there will be a 10-minute group discussion after each employee; and short breaks are scheduled between evaluations. The presiding officer described the total allotment per appointee as roughly 45 minutes.
The presiding officer called roll at the start of the meeting; council members and the mayor were noted as present. He also opened a public comment period and asked staff whether any online or in-person speakers had signed up; staff reported no members of the public wished to speak.
The meeting record shows the council recessed into executive session at 1:22 p.m. The session was to proceed in private under the cited Government Code provisions and is intended for board evaluation of those personnel; no public actions or votes on personnel were recorded in the open session.
