The property owner confirmed agreement with the conditions.
Item 4: A variance to legalize a 540‑sq‑ft detached carport at 600 NE 1st Place and related separations was approved with conditions, including that covered terraces and carport areas remain open on all sides and that the site demonstrate compliance with minimum pervious‑area requirements prior to final planning approval.
Item 5: The board approved a variance permitting a two‑story duplex on a substandard lot at 60 E. 14th St. (reduced lot width and area, setback reductions and modestly increased lot coverage) after staff noted the lot was platted before current standards and the proposal met school concurrency and drainage review requirements. The applicant said the prior structure was demolished because of code violations.
Item 6: A request to legalize a 424‑sq‑ft oversized attached carport at 660 E. 38th St. was approved with conditions that the west‑side terrace columns and overhang provide at least a 2‑ft separation from the property line, and that appropriate drainage and permits be finalized.
Item 7: The board approved an SUP to allow an indoor dry‑slide / action park (no water, no arcade machines, no alcohol) at 3890 W. 18th Ave. The applicant described the business as family‑oriented with security protocols and primarily dry attractions; staff recommended a declaration of restrictions stating no amusement machines and no alcohol on the premises.
Item 8: The board approved a special‑use and NBD overlay expansion that would allow a 4‑story mixed‑use project at 250 E. 4th Ave. with 71 residential units and a range of unit sizes (studios to two‑bedrooms). Staff recommended several conditions, including unity of title for the two parcels, a six‑foot masonry wall along the west property line, tree mitigation payments for reduced on‑site landscaping, and development consistent with the sealed plans.
For all approved items, staff required applicants to complete site‑plan and concurrency review, obtain building permits and satisfy any recorded restriction requirements before construction. Several approvals included specific mitigation requirements for pervious area reductions or parking shortfalls; staff said mitigation amounts will be calculated during site‑plan review.
The board closed the public‑hearing portion of each item before voting; in a separate new‑business discussion members asked staff to study whether artificial turf or porous pavers can be recognized as permeable materials under the city code, a change that would require an ordinance from the mayor or City Council.
