The commission also reviewed content restrictions: one strong contender (submission 19) included a wine glass and, because the program rule prohibits alcohol imagery, commissioners allowed the entry to remain conditional on removing the wine glass from the final artwork rather than automatic disqualification.
Several submissions were flagged as "R" entries for potential disqualification because artists did not demonstrate sufficient current connection to Gilroy; staff recommended disqualifying entries with inadequate ties or incomplete forms. Staff also confirmed any hand‑delivered late submissions missed the deadline and were thus ineligible for purchase in this cycle, though authors could be invited to resubmit in the next program.
After tabulation, staff read the ranked list and noted conditions on individual entries (examples read aloud included: top selection — submission 19, conditional on removing the wine glass; selected entry 33 — require original artwork for clarity; a separate selected entry was conditioned on removing a visible restaurant sign). A commissioner moved to recommend the ordered list and its conditions to City Council for final award and purchase; the motion carried by voice vote.
