Adams County highway staff reported that the County Trunk Highway Z project is nearing final quantities and a final pay request from the contractor, and that the project’s cost exceeded the 2025 budget allocation. When the 2025 budget was prepared, the county allocated $2,300,000 for the project but staff indicated the county has paid out approximately $3,000,000 to date; staff described several budget offsets, including roughly $700,000 from deferred seal-coating projects and about $100,000 in underruns from another trunk project.
Speaker 3 (highway staff) said final quantities are still being reconciled with the contractor and subs, so the precise final payment figure was not yet confirmed. He also said the project uses LRIP (Local Road Improvement Program) funds for which the county must have SMA documentation before awarding contracts; that requirement limits when the county can make a final award. Committee members asked about contingencies and where funds would come from; staff said existing 260 fund subaccounts (winter maintenance, bridges, construction, snow removal) will be used to cover shortfalls as needed.
No formal vote or budget appropriation occurred at the meeting; staff said they would report back when final numbers and pay requests are received.
