The Creighton Elementary District governing board voted to adopt the first revision to the FY2526 aggregate district budget after staff said state review required adjustments.
District budget presenter Miss Shapiro told trustees the state notified the district in October that a budget revision was required, and staff had already planned a revision because of enrollment and form changes. "This is just a letter notifying us that we will need to, do a budget revision," she said during the hearing. Shapiro explained that the district’s final FY24–25 average daily membership (ADM) was 4,471, the FY25–26 adopted ADM was 4,454, and the revised FY25–26 ADM presented to the board is 4,199.
The revision also accounts for changes in special-education weighted counts and data issues tied to using older state budget forms when the approved forms were delayed. Shapiro said the district’s final prior-year carry-forward allowed the district to provide 19% of the roughly 20% budget balance from maintenance-and-operations funds, with the remainder coming from one-time funds.
When the chair moved the formal adoption, the motion read in full: "Move the governing board adopt the revised number 1 total aggregate school district budget per ARS 15-905 and specifically 15-905(e)(1) for fiscal year 2526." The board approved the motion by voice vote. The meeting record shows a voice vote but does not list individual roll-call tallies in the transcript.
The district will post corrected materials and final budget documents to the public repository online, and staff said routine December and May revisions will continue to align budgeted ADM and funding with actual enrollment as the year progresses.
