On Dec. 9, 2025, the City of Quincy Board of License Commissioners approved a change in stock interest for Quincy Sky Inc., doing business as Omari Izakaya and Sushi, and named Chang Jing Zhao as the proposed manager for the restaurant’s all-alcohol beverage license at 11 Foster Street.

Attorney Kaya Wong, representing the applicant, told the board the transaction shifts ownership stakes among existing shareholders and does not introduce any new owners or operational changes. Wong said Zhao is a U.S. citizen and Massachusetts resident with “over 10 years experience in the restaurant business” and that he is familiar with rules overseen by the Massachusetts Alcoholic Beverages Control Commission and the city of Quincy (Kaya Wong, SEG 040–053).

Wong said the premises is a street-level, approximately 2,000-square-foot restaurant including a sushi bar. After the presentation, a board member moved to approve the request (motion recorded at SEG 063); another member seconded. The board approved the motion by voice vote, with an 'Aye' recorded on the public record. The transcript records a single affirmative response and does not list individual roll-call votes.
