Consultants from ID Bailey told the Ojai City Council on Dec. 9 that most recommendations from an operational and policy assessment issued in August are either complete or in progress, and that the city has no items rated “red.”
"I am here to give you an update of the status of those items," said Brad Roca, partner in charge of government advisory services at ID Bailey. He summarized work that began in early 2024 and said the engagement focused on staffing, routine accounting, payroll, technology use and budgeting.
Roca reported that the city has implemented central banking and a revamped positive‑pay process, prepared an annual comprehensive financial report infrastructure, and improved payroll 457 reporting. ID Bailey is assisting with SEFA preparation and a policy gap analysis. Most categories were marked green or yellow; none required immediate remedial (red) action, Roca said.
City staff and consultants emphasized the need to continue technology upgrades and full digitization of records. Council members asked about how long full implementation would take; staff said the transition could take a year or longer given the depth of process changes.
The council did not adopt new policy on the spot but directed staff to continue coordinating with ID Bailey and provide status updates as implementation proceeds.
