The Sunnyvale zone administrator approved a special development permit allowing Silicon Valley Clean Energy to occupy 298 South Sunnyvale Avenue as a public service building and permanent headquarters, with a staff‑recommended revision to the hours‑of‑operation condition.

Wendy Lau, an associate planner, said the application (20250507) proposes no exterior changes and asked the hearing to accept revised Condition 81. In the revision, standard hours are limited to Monday through Friday from 6 a.m. to 12 a.m., and hours outside that range would require approval by the director of community development through a miscellaneous plan permit given the site’s proximity to residential uses. Wendy also said references to sales events were removed because sales are not part of the proposed operation.

Jess Cornejo, identified as Silicon Valley Clean Energy’s decarbon community strategies lead, described the organization as a public nonprofit serving most jurisdictions in Santa Clara County and said the requested interior improvements would create office space and a board meeting chamber at the roughly 28,000‑square‑foot building. “Our request is to approve the special development permit to allow Public Services Building to operate in the downtown specific zone,” Cornejo said.

City staff confirmed the revised language will be added to the action summary and the project record if the application is approved. Zone Administrator Julia Klein said staff materials support retaining the building’s primary office function while adding ground‑floor rooms for public hearings and approved the project based on Alternative 2 with the modification to Condition 81. The decision is appealable to the planning commission within 15 calendar days.
