On Dec. 10, the Civil Service Commission voted to approve minimum qualifications for four city positions, clearing the way for recruitment and internal certification processes.
The commission approved minimums for a new City Property and Lease Manager in the finance division. Staff described the role as a consolidation of lease and property duties previously split across departments. The commission was asked to accept either a high school diploma and seven years’ experience in property management, lease administration, real estate, land acquisition, municipal asset management or a bachelor’s degree in business administration, real estate, public administration or finance plus three years’ related experience; a valid driver’s license and background and residency requirements were also listed. “We’re trying to get it all under one umbrella,” Finance Director Jim O’Dean said, describing the consolidation of duties. O’Dean added the manager would “be managing the leases and not necessarily people.”
Staff also proposed a new Enterprise Process Analyst position in the IT division focused on project management and process improvement; the posted minimums call for a bachelor’s degree in business administration, information systems or a related field and three years of relevant experience. Gina (staff) explained the role is intended to act as a bridge between technical implementers and end users to support smoother communication and rollout of IT changes.
A new Utility Billing Specialist position in the revenue division was approved with minimums that include a bachelor’s degree in accounting, finance, public administration or a related field and two years of experience in utility billing, accounts receivable or related financial administrative work; the role will handle sewer, trash and clean water billing. Staff noted background checks and residency requirements apply to all the position descriptions presented.
Chair called for a single motion to approve all four items; Member (mover) moved and Member (seconder) seconded. The commission voiced aye and approved the minimum qualifications for the four positions.
The schedule for the 2026 meeting calendar — including moving the November meeting from a holiday date to Nov. 10, 2026 — was reviewed earlier in the meeting. The commission was also reminded that appointments for chair and vice chair will be on the January agenda.
