The Civil Service Commission on Dec. 10 approved certification lists that promote internal candidates to supervisory roles in the Police Department and certify one candidate each for finance and public works promotional slots.
Scott (staff) reported the results of testing for two supervisory professional staff positions in the Police Department — Scribe Analysis Unit Supervisor and Digital Forensic Unit Supervisor. Each position had a single internal applicant who passed a practical examination composed of a personal qualifications presentation and a panel interview. Scott said the panel included the chief of police, Major Betting, Capt. Prowell, Capt. Smith and Jessica Heising, the identification bureau manager, and that the candidates “passed the practical examination.” Scott added that the promoted crime analyst is the only certified law enforcement analyst in the state of Iowa.
Gina/HR staff reported on the Principal Accounting Clerk promotional list in finance: three applicants applied, two qualified for the written exam and one candidate passed the interview and is on the certified list. For the Street Maintenance Worker promotional list in public works (written exam weighted at 100%), six applicants applied, one did not appear, four scored below 70% and one candidate passed and was placed on the certification list; the role requires a high school diploma, one year of general laborer experience and a Class B CDL with air brake endorsement.
Chair asked for a motion to approve the certification lists; Member (SEG 451) moved, Member (SEG 452) seconded, and the commission approved the lists by voice vote. Staff noted that promotions from within will create openings that the city will post or certify for entry-level replacements in coming months.
