The Town of Norwood Conservation Commission issued a negative determination of applicability for a proposed addition at 162 Codman Road after reviewing plans that minimize floodplain impacts by using helical piles and compensatory storage.
Chris Kirby, the applicant’s representative, said the addition will be supported by helical piles to minimize excavation and keep the structure above the floodplain. He described 24 piles for the addition and said the piles displace about nine cubic feet of storage while the design provides more than 13 cubic feet of compensatory storage beneath the structure. Kirby also said the proposed finished first-floor elevation will be about three feet above the property’s high flood elevation.
The conservation agent referenced the Massachusetts Association of Conservation Commission wetlands handbook and its performance standard requiring a 100% compensatory storage on an increment-by-increment basis for work in the floodplain; staff said the project, as designed with helical piles and post-construction compensatory storage, meets that standard. The agent recommended a negative determination, and the commission approved the motion to issue that determination.
The commission did not record outstanding public objection during the hearing and voted to close the item with the negative determination, allowing the applicant to proceed under the conditions noted in the record.
