The Town of Norwood Conservation Commission agreed to close an enforcement order for issues at the FM Global property (1125/1175 Boston Providence Turnpike) after the petitioner presented a restoration plan and monitoring results for turbidity releases tied to a detention basin.
Representatives from the petitioner’s team — including counsel and the environmental monitor — described a remediation program that included improving scour protection on outfalls, mucking out the basin, removing woody vegetation from an embankment, adding security measures at a large outfall, and implementing an invasive-species control plan. Environmental monitors reported that the implemented measures match the work plan and that only vegetative cover on basin slopes needs further time to fully establish.
The conservation planner proposed three continuing conditions as terms of closeout: (1) schedule an inspection in late spring 2026 to confirm slope and basin vegetation have achieved at least 75% soil cover, with the applicant required to reseed and maintain until that threshold is reached; (2) implement annual inspections and invasive-species control as described in the October 4, 2024 management plan (targeting purple loosestrife, mile-a-minute vine, tree-of-heaven, Japanese knotweed and other invasive species); and (3) abide by the stormwater system operation and maintenance plan and long-term pollution prevention plan.
FM Global representatives said they are committed to long-term maintenance and accepted the conditions. The commission moved to close the enforcement order subject to the three conditions; members voted to approve that action.
The commission noted FM Global as a cooperative neighbor and provided contact guidance for the new campus manager.
