Leominster City Council continued a public hearing Dec. 8 on a request by Highline/Warren to amend its above‑ground storage license at 163 Pioneer Drive to permit a 35,000‑gallon propylene‑glycol tank to replace an existing 10,000‑gallon tank.
Kurt Owenissian, plant manager, said the new tank will include modern safety improvements — concrete containment (a containment dike), redundant level indicators, and electrically operated safety valves — and that the company plans to decommission the old tank using standard triple‑rinse hazardous‑waste procedures. Owenissian said the larger tank will reduce truck traffic because rail deliveries (a single railcar can carry ~30,000 gallons) can replace several tanker trucks.
Councilors asked whether the plant was current with EPA reporting after a public commenter noted flags on recent quarters. Owenissian said the location had a legacy EPA citation in 2022 but that the facility is now compliant with reporting; he offered to investigate any recent flags. The council also confirmed that the Fire Department completed a walk‑through and recommended approval of an amended license; the fire department referral was read into the record.
Councilors and legal affairs recommended continuing the hearing so staff can check EPA records and ensure all local inspections and referrals are complete; the council set a follow‑up public hearing for Jan. 12, 2026 at 6:42 p.m.
