The Davis County Commission on Dec. 9 approved several economic-development incentives, property transactions and construction agreements intended to support local events, infrastructure and county facilities.

Community and Economic Development Director Kent Anderson outlined multiple items that were approved either as part of consent or through voice votes. The county will partner with a Salt Lake professional women’s volleyball group for a preseason event (a $1,000 receivable), approve a $14,000 incentive agreement with USA Wrestling to host multiple events in 2025–26, and provide a $12,000 incentive for the Davis Conference Center to host a 2026 Rocky Mountain Association convention that requires a minimum of 250 hotel rooms.

Anderson also described disposition of a small remnant parcel (tax ID 10--087--0003) struck to the county for delinquent taxes and the execution of quitclaim deeds to abutting property owners to return those parcels to the tax rolls. He said the county has partnered with 11 property owners to resolve the remnant parcel issue.

On infrastructure and facilities, the commission approved capital agreements presented by Facilities Director Lane Rose: a $998,723.40 contract with Jardine Construction for drainage, new asphalt and landscaping at Valley View Golf Course parking; a guaranteed-maximum design agreement with Modern Out West PLLC for the Bountiful branch restoration totaling $547,279.50; HVAC efficiency upgrades at the Administration Building with Automated Mechanical (payable shown as $4,521) leveraging rebates of about $15,000 from Rocky Mountain Power and Enbridge; and a $236,073 agreement with Salmon Mechanical LLC to install sound-attenuation equipment at the Western Sports Park arena to reduce vibration and noise from new air-handling equipment.

Library Director Josh Johnson presented a marketing-services contract (presented as $50,600) intended to increase public use of existing collections and guide future acquisitions; the commission approved the contract and staff noted the library system is not part of the county’s general fund.

The sheriff’s office presented and the commission approved the county’s participation in the state Cooperative Wildfire System prevention program; Arnold Butcher said the county’s assessed participation fee dropped by about $2,000 from last year and emphasized that the county’s mitigation work counts toward the match.

Other routine consent approvals included a memorandum of understanding with Davis County Senior Services RSVP to provide volunteers for the Bountiful Community Food Pantry and appointments to local districts. Commissioners approved the consent items and moved to the Board of Equalization later in the meeting to approve the property tax register, which listed 69 appeals and several corrections and abatements.

Commissioners said many of the agreements advance county economic and facility goals and will be implemented by the appropriate departments.
