The Tulare County Board of Supervisors voted unanimously to approve the post-retirement employment of Leslie Davis as an extra-help Accountant III, a limited-duration assignment the county said requires Davis’s specialized skills.
Human Resources Director Lupe Garza told the board the hire is needed to fill a “critically needed fiscal role” previously held by Davis and asked the supervisors to waive the 180-day waiting period that would otherwise apply under state post-retirement restrictions. "It is requested that the board approve the post retirement employment of Leslie Davis as an extra help accountant 3 effective 12/14/2025," Garza said.
The request cited the post-retirement employment restrictions of the Public Employees’ Pension Reform Act (PEPRA) and the County Employees Retirement Law of 1937 and described the assignment as limited in duration and reliant on the special skills Davis possesses. The board moved and seconded the item and then voted; the chair announced the motion passed unanimously.
The action applies solely to the temporary, extra-help appointment; the board did not authorize a permanent hire, and Garza described the arrangement as a stopgap to maintain continuity in a critical fiscal function while the county searches for a long-term replacement.
Leanne Mallison, the county’s current retirement administrator, was noted in meeting remarks as planning to retire in April, which the board said is prompting a broader recruitment and ad hoc committee work to select a replacement. The board did not provide additional personnel details beyond the effective date and the waiver of the waiting period.
The board moved on to untimed items after approving the consent calendar and took this personnel action before adjourning into closed session.
