Norwalk City Hearing Officer Robert Maslin handled a broad slate of zoning-enforcement items on Dec. 3, assessing fines on repeat violators, closing one matter after corrective action and continuing several complex cases for inspection and staff follow-up.
Most consequential at the session, Maslin assessed a $10,350 fine against 336 Westport Ave, a vape shop that zoning staff said had been repeatedly cited for operating without required permits and multiple signage violations. “All of that calculates to $12,350, and that’s the fine,” staff observed during the calculation; Maslin ultimately assessed a reduced figure and stated, “I’m assessing the fine $10,350.”
The panel closed the file at 27 Reservoir after staff reported that the vehicle/parking issue in the front setback had been corrected and the violation had gone away. For 47 Woodley, residents and staff discussed a shed that exceeded exempt size and a driveway built beyond the approved permit. Maslin declined to impose a fine immediately and continued the matter to February to allow DPW and building-permit staff to inspect and reconcile the open permit. “What I’ll do is kick it over to February,” Maslin told the parties.
Other enforcement matters included 206 Richards, where inspectors documented storage of building materials and two unpermitted curb cuts; the matter was continued to January for additional service attempts and follow-up. A long-running case on Martin Luther King Drive (a building-materials/contractor yard near Sky Zone) was likewise certified as a violation and continued to Jan. 28, 2026 for further action.
The hearing officer repeatedly emphasized that certified service and statutory timing govern administrative citations and that failure to request a hearing within the statutory window results in violations being deemed admitted and enforcement moving forward.
Next steps: staff will re-inspect continued items, DPW will confirm permit sign-offs where applicable, and several matters are penciled on the Jan. 28, 2026 docket for additional action.
