Two speakers addressed the Millbrae City Council during the public‑comment period on Dec. 9, 2025.
Dmitri of EcoGreen Solutions spoke first and outlined energy‑efficiency programs, including a PG&E "bill finance" program he described as allowing cities to upgrade facilities with "no out‑of‑pocket expenses" and a zero‑budget approach where project costs are covered by energy savings. He said EcoGreen is authorized to perform initial audits and that the firm has conducted assessments for Millbrae facilities; he asked to meet with city management and relevant departments to present a blended approach using PG&E and other state and federal programs.
Former Mayor Gina Papin followed and said she and others had attended a San Francisco Public Utilities Commission meeting to raise concerns about the PUC's transparency in development work that she said threatens a Millbrae outdoor supply hardware store. "So we are hoping that this is the very beginning of negotiations that are true and transparent and that we can work a win win situation so that Millbrae wins, San Francisco wins, and the outdoor supply hardware stays open," Papin said. She requested transparent negotiations and thanked council members and residents who attended the PUC meeting.
No city staff or PUC representatives responded during the meeting. Both comments were recorded during the meeting's public‑communication period; the council did not take immediate action in response to either speaker.
