During its Dec. 9 meeting, the East Lansing City Council approved a series of consent and action items that will move several infrastructure and administrative projects forward.
Key approvals included a substantial amendment to the city’s CDBG program that reallocates $170,000 to sidewalk and ADA curb-cut improvements at the Hannah Community Center and changes the FY26 sidewalk project locations to Bailey Street corridors. The amendment passed following a staff presentation explaining the change would avoid duplication with a state-funded project scheduled for 2029.
Council awarded a design and construction administration contract for the Northern Tier Trail extension to Spalding DeDecker for $101,007.93 and approved a construction/renovation contract with Nielsen Commercial Construction for city clerk and finance office renovations (about $242,281.54 plus a project contingency of $36,350). Council also approved a one-year extension with Top Notch Tree Care LLC for 2025 block pruning in Zone 3 valued at $255,029.
Audrey Kincaid, chief financial officer, presented the first FY26 budget amendment (largely encumbrance rollovers) totaling $717,405, which the council approved. Council also appointed seven members to the Financial Health Review Committee and asked for an interim report by April 30, 2026.
Each item was discussed briefly on the record and carried by unanimous or voice vote. Staff said the contracts are funded through a mix of grants, CDBG funds, and capital reserves, and that further design or construction steps will return to council if additional appropriations are required.
